Borkhola: Corruption in the implementation of different schemes and projects in Borkhola

SMKS demands independent probe

SILCHAR, September 6: Sarbangin Manab Kalyan Sangha (SMKS), an NGO, has served an ultimatum to the district administration to file a PIL at Silchar court if the administration does not order independent probe into the alleged large scale of corruption in the implementation of different schemes and projects in Borkhola.

They members of the NGO alleged that from 2008–2009 to 2012–2013 financial years, around 50 schemes were sanctioned under East Borkhola ZPC, the work of which were showed to be completed as per the official reports. But in reality a total of eleven schemes which have total estimate of Rs 36 lakh show work discrepancy. The official record says that the funds sanctioned for these schemes were utilized and the work has been completed. But the members of the organization alleged that only 10 per cent of the work of these eleven schemes was completed.

They further brought into focus another instance of anomalies in the implementation of government projects. They said that under Chutodudpatil Gaon Panchayat and Anchalik Panchayat, it has been showed that 47 lakh and 34 lakh were utilized for the different projects in the last two years. But, according to them the utilization and work completion were not more than 15 to 20 per cent. They raised their fingers against the then zilla parishad member Sathirani Das, the then GP president Samrendra Dev and AP member Sulekha Roy for allegedly being involved in the corruption. The organization demanded a high level enquiry into the implementation of 1 crore 17 lakh 34 thousand in Borkhola area. They said that a total of Rs 6 lakh was showed to be utilized for the building of a stadium at Machughat. But, nothing has been done in this regard.

The NGO has claimed that they had collected all the informations through RTI and had done field verification by the team of experts.

Teachers’ Day celebrated in Cachar (Silchar), Hailakandi, Karimganj Assam

52nd Teachers’ Day celebrated

SILCHAR, September 5: A total of twenty seven teachers in Cachar, thirty one in Hailakandi and twenty one teachers in Karimganj was felicitated at different functions organized by the respective districts administrations today as part of 52nd Teachers’ Day celebration.

In Cachar, the programme was organized at Silchar district library auditorium. Addressing the mammoth gathering of teachers and students, Dr Sourindra Kumar Bhattacharjee who graced the occasion as the chief guest highlighted different responsibilities of a teacher. He said that teachers have a huge responsibility to provide quality education to their students who are the future of the nation.

“If they were enriched with proper education, the fate of the nation would always shine.” He said only proper education could curb all the evils and destruction from which the country has been suffering.

Speaking on the present education system, Bhattacharjee expressed his disappointment at the engagement of teachers in the preparation of mid–day meal in schools. He opined that teachers should be freed from all these activities and they should be given more space to concentrate on the betterment of education. He said that government could give the responsibility of mid–day meal to any non–governmental organization.

The chief guest also took the opportunity to highlight the plight of the teachers who after retirement from their noble services have to face harassment in order to get their legitimate pensions. He requested the government to streamline the pension policy so that the teachers get their dues without any hassle.

Samar Kanti Roy Chowdhury, former principal of Nehru Higher Secondary School, Paliapool, underlined the importance of character building of students by the teachers. He said the “dedication” and “commitment” should be the main mantras of a teacher. As part of the day–long programme, a good number of songs and dances were performed, besides a total of 27 teachers of the district were felicitated for their remarkable contribution in the field of teaching and learning. Among others present at the function included Arunabha Dey, Additional Deputy Commissioner, in–charge of the Education Department, Kabil Uddin Ahmed, in–charge, Inspector of Schools, etc.

Teachers’ Day - Cachar, Karimganj and Hailakandi

Different and discordant picture of Teachers’ Day

SILCHAR, September 5: Teachers’ Day is no doubt a day of joy and happiness for the teachers who are honoured and felicitated by the district administration. 80 teachers in all felicitated in the three districts of Cachar, Karimganj and Hailakandi today must have felt so. But, there have been teachers aggrieved for their grievances unresolved might have felt differently and quite naturally so. These teachers in question after retirement have been faced with extreme financial distress and on this happy occasion, they are the picture of discordant.

11 teachers of primary schools in Hailakandi even after their retirement have not received their gratuity due to a scam in the Deputy Inspector of Schools of the district. Though four years have passed since the scam came to light, the police is yet to file charge–sheet against the accused identified. The accused had siphoned off Rs 38 lakh which was to be paid as gratuity to the 11 teachers. Some of them in their sickness are unable to go for medical treatment in a good hospital or nursing home. The fate of their gratuity payment despite all their best efforts looks uncertain. For them, Teachers’ Day has no meaning or significance.

These unfortunate LP school teachers are Deb Singha, Ismail Ali Barbhuiya, and others. This gratuity scam took place in October 2009.

Here is yet another picture of a teacher Sarif Uddin Barbhuiya, headmaster of a school at Badlabadli in the remote southern part of Hailakandi district. He was kidnapped by miscreants 16 days ago. There is no information about him till now. In protest against the failure of the police to trace him out and release him from the clutch of the miscreants, teachers of the school have boycotted the Teachers’ Day celebration even though they have been present in the school, wearing black badges. The boycott is also to express their support and sympathy for the members of the family of Sarif Uddin Barbhuiya who are passing their days in extreme mental agony.

For 55–year–old school teacher, Motirmoy Das of Masimpur village, who teaches in Haji Hamid Raja Memorial School at Mazumdar Bazar near this town as Science teacher, this day was observed by him with the pledge to sit for death unto fast. The reason is that though he has been teaching in the school set up on the land donated by him since 1987, he continues to be a teacher without any future. Neither the school has been provincialized nor his services to be qualified to receive the salary due to him. He has to supplement his meagre income with the job of a hawker of newspapers. He wants justice for his long 25 years of teaching in the school of his dream and vision.

Ceremonial observance of Srimanta Sankardev’s death

Ceremonial observance of Srimanta Sankardev’s death

SILCHAR, September 4: The ceremonial observance of the death day of Srimanta Sankardev will be held in a serene and sacred manner under the aegis of ‘Namghar’ here on Saturday in the Rajiv Bhavan. On this occasion, Kurusandhya, an epic written by the great saint–sage, would be staged with the participation of the local artistes. It would be enlivened by religious discourses on the life and achievements of Srimanta Sankardev. For a successful presentation of the drama, a sub committee has been formed with Kul Kamal Dutta, Achyutkrishna Bora, and others. This was informed by Pankaj Pratim Bairagi, secretary, Celebration Committee. Deputy Commissioner of Cachar, Gokul Mohan Hazarika, is the president of the Committee. An advisory body consisting of DIG, BSF, Umesh Chandra Hazarika, SP, Diganta Bora, ADC, SK Das, among others has been formed.

Srimanta Sankardev, was a 15th–16th century Assamese polymath: a saint–scholar, poet, playwright, social–religious reformer and a figure of importance in the cultural and religious history of Assam. He is widely credited with building on past cultural relics and devising new forms of music (Borgeet), theatrical performance (Ankia Naat, Bhaona), dance (Sattriya), literary language (Brajavali). Besides, he has left an extensive literary oeuvre of trans–created scriptures (Bhagavat of Sankardev), poetry and theological works written in Sanskrit, Assamese and Brajavali. He started, Ekasarana dharma also called neo–Vaishnavite movement, influenced two medieval kingdoms–––Koch and the Ahom. And the assembly of devotees he initiated evolved into Sattras over time which continue to be important socio–religious institutions in Assam and to a lesser extent in North Bengal.

Sankardev inspired the Bhakti movement in Assam just as Guru Nanak, Ramananda, Kabir, Basava and Chaitanya Mahaprabhu inspired it elsewhere in the Indian subcontinent. His influence spread even to some kingdoms as the Mottock Kingdom founded by Bharat Singha, and consolidated by Sarbananda Singha in the latter 18th century endorsed his teachings. His literary and artistic contributions are living traditions in Assam today. The religion he preached is practised by a large population, and Sattras (monasteries) that he and his followers established continue to flourish and sustain his legacy.

Teachers’ Day which falls on tomorrow as ‘black day’

Teachers’ community to observe Teachers’ Day as ‘black day’

SILCHAR, September 4: The teachers’ community has decided to observe the 52nd Teachers’ Day which falls on tomorrow as ‘black day’, condemning the police inaction in tracing out the headmaster of Baladabadi LP School in Hailakandi who was abducted a few days back.

It can be recollected here that Sarif Uddin Barbhuiya, headmaster of Baladabadi LP School, was forcefully abducted by the miscreants from his residence around 14 days back who still remains traceless. Although police has been trying its best, but fails to recover him from the possession of the kidnappers. The teachers’ community of the district recently held a meeting where they decided to observe the Teachers’ Day by wearing ‘black badges’. They said that it was very unfortunate that the teaching community is also not safe in the region. Taking a dig at the police inability to nab the miscreants, the teachers said that the police should pull up their socks and should immediately recover the teacher from the kidnapper’s possession.

Roads of Barak Valley: Students hit the streets

Should students hit the streets for road?

SILCHAR, September 4: Students from the school to college and university level hitting the streets, leaving aside their classroom studies, for repair and improvement of roads in their areas have become a common feature across Barak Valley. It therefore brings to the fore the relevant question where have all the good roads as claimed by Dispur gone? A few days back, Siddique Ahmed, Minister of Border Area Development, along with his party workers and supporters sat on protest demonstration at Nilambazar, demanding improvement of stretches of NH 6 in the district of Karimganj which has virtually turned into potholes. Apart from the opposition and other organizations, students taking to the streets to block vehicular traffic on the issue of improvement of NHs and roads is really a matter of deep concern.

As reported earlier, students of Assam University have been on frequent agitation for the last three years in order to reach their voice to the district administration and the PWD (R) for the improvement of Silchar–Dwarband–Hailakandi road. The road in question is a vital connectivity with the University for the students not only of Cachar but also of Hailakandi. Quite shameful, dignitaries, both academic and administrative, from outside the valley are simply amazed to travel through this uneven and bumpy road and wonder if there is no agency or department to take care of it. A top University official said in anguish that when he took up the matter with the Deputy Commissioner of Cachar, he simply expressed his inability. The agitating students were told by him when the funds would be available, the road would be improved.

In the latest instance of students, boys and girls taking to the street, were from the schools and colleges of Katigorah–Kalain areas. Having lost their patience, students in large number blocked NH 6 in the area that brought to grinding halt hundreds of vehicles, big and small, passenger and goods, for hours together. They raised slogans against the PWD Minister, Ajanta Neog, and her department. They wanted immediate repair of the NH as they have to suffer most while travelling from their home places to the institutions and then back due to worst shape of the highway. They however lifted the blockade after intervention of the PWD SDO Ajmal Hussain Mazumdar and circle officer Khaleda Sultana Ahmed.

While the Circle Officer assured the students that the department concerned would take steps for improvement, the SDO went a step ahead and said that every effort would be made to ensure that the work started immediately and the quality would be strictly maintained and monitored. Some of the students wanted concrete assurance and not vague statements just for their consumption. According to information, though Rs 20 lakh was sanctioned for the improvement of the stretch of NH, there was lot of dilly–dally in starting it. Quite naturally, it raised intriguing questions in the minds of public and students. The amount of Rs 20 lakh was earmarked from BADP (Backward Area Development Project) during 2011–12. After initiating repair and improvement, the contractors, for reasons best known to them, left the work midway.

The student leaders were in contact with the officials of PWD regarding the utilization of funds and expressed their concern at the half–hearted approach in carrying out the work. The general impression in Barak Valley is that any improvement work gets blocked or locked in the bureaucrat–contractor nexus. Student leaders too felt it might be the same design here. However, the SDO Ajmal Hussain Mazumdar asserted nothing would stand in the way now. In the meantime, the way earth–filling sand gravelling on 200 metres and retention was on 60 metres have been done till now have again raised the question if the improvement would really take place.

Army camp shifting from Ratabari area in Karimganj creates panic

Army camp shifting creates panic

SILCHAR, September 3: The decision to shift army camp from Ratabari area in the southern part of Karimganj district has created panic among the common people. The area extending to the Mizoram border has been witness to series of incidents of forays by extremist groups operating from the forested hinterlands. With communication bottleneck and being inaccessible, extremists belonging mainly to Reang outfits have been involved in kidnappings for ransom money. Besides, often the area has been rocked by murders caused by family and land disputes.

In view of the fragile law and order and the threat perception of militant groups and the mounting pressure of people in general, the district administration of Karimganj has to take decision in consultation with the higher authorities concerned of both police and home department of Dispur. As a sequel to it, an army camp was set up in the premises of now abandoned Anipur Cachar Sugar Mill. The decision to shift the army to some other place and move initiated in this regard has created a sense of insecurity among the common people.

Various organizations in the meantime have come out openly, opposing the removal of the 177 Field Regiment. It is apprehended once the army camp is shifted, militants and miscreants will again taking advantage of the situation strike and target the helpless people. A delegation of BJP and All Minority Students’ Union met the Deputy Commissioner of Karimganj, Sanjib Gohain, apprised him of the situation and sought his immediate intervention. A memorandum in this respect was sent through him by both BJP and AMSU to the Home Department of the State, urging not to take any decision to remove the army camp.

The memorandum in identical manner pointed out the greater Ratabari areas have always been known for free movement of militants, their subversive activities as well as kidnappings and realizing ransom moneys. Even attempts are often made to forcibly take away the lands of others. In 2006, it reminded five militants were nabbed in an army operation that blunted their movement. The people forgot for the last few years their nightmarish days of the past.

With the move to remove the army camp, the memorandum said the miscreants and criminals have again become active. During the last 48 hours, two murders have taken place in a mysterious circumstances. The police remains clueless. A farmer identified as Biswajit Baisnav (30) of Voterband GP ward No. 7 was shot at by a group of miscreants while he was on his way through Hrankhalgram around round 9 pm of Monday. The miscreants, eight in number, intercepted him and started beating him up. In order to escape from their clutch, he tried to flee, but was fired at. He sustained serious bullet injuries on his chest and hand. Profusely bleeding, he was first taken to Dullabhcherra Hospital and then shifted to Silchar Medical College and Hospital where he was battling for life. BJP and AMSU stressed under no circumstances, the army camp should be removed from Anipur, considering the safety and security of people in general.

Asom Majuri Sramik Union of Hailakandi and Barak Zonal Committee

Sramik Union to hold mass convention on Food Security hoax

SILCHAR, September 3: Asom Majuri Sramik Union of Hailakandi and Barak Zonal Committee has planned to hold a mass convention at Hailakandi on September 7 in order to expose the various deficiencies of the much hyped Food Security Bill which instead of helping the poor and marginalized people will only create complications for them. The target beneficiaries will be deprived, it has been apprehended.

According to the frontline functionaries of the Union, if the lists of beneficiaries was prepared on the basis of the 2011 voters lists and as per holding number, 300 to 400 families might be left out in the rural areas. It would be the same in urban areas.

Though, the Bill speaks of covering 84.17 per cent families in the rural areas, what would happen to those villages where the percentage of poor families exceed to 95 per cent. It was therefore argued that the poor families of tea tribes and other extremely backward communities should also be included in the food security bill. Besides, other grievances in respect of unemployment allowances and the number of working class people deprived of the benefit would also find place on the agenda at the convention.

The question of various anomalies and irregularities in the implementation of MGNREGS, PDS, kerosene distribution, job cards as well as allotment of patta land would also be highlighted in the mass convention, pointed out Dakhina Mohan Das, working president of Barak Zonal Committee.

Lions Club of Silchar felicitate teachers of this town on National Teachers’ Day

Lions Club to felicitate teachers

SILCHAR, September 3: On the occasion of the 52nd National Teachers’ Day, Lions Club of Silchar Central would felicitate three distinguished teachers of this town in a befitting manner and in keeping with the glorious tradition of the day. The felicitation would be a part of the diverse programme of Lions Club. The teachers to be honoured include Jaylakhi Devi, Gitasree Nag and Sahidul Rahman Barbhuiya. The felicitation function would be held at 7 pm in the conference hall of Lions Club. Sujit Kumar Bhattacharjee, renowned educationist, will grace the occasion as chief–guest. Lion Dilip Chakraborty MJF, programme chairman, shared this information.

From time immemorial, Indians have respected and idolized their teachers. Earlier, students used to call their teachers ‘Guru’ and now it is the contemporary ‘Sir’ or ‘Madam’. Nevertheless, the role of teachers has remained the same. They were, are and will continue to be the guiding light, creating conditions conducive to overall development of students. They are always grateful to them for their constructive support. It is as an expression of this gratitude only that students celebrate Teachers’ Day in India.

Teachers’ Day is a tribute to the hard work and devotion of the teachers all year long, to educate a child. In India, as we know, Teachers’ Day is celebrated on September 5 every year. This day is dedicated to Dr Sarvapalli Radhakrishnan, who was a zealous advocate of education and one of the greatest scholars and teachers of all times, apart from being the first Vice President and the second President of India. As a mark of respect to this phenomenal teacher, his birthday came to be observed as Teachers’ Day in the country. It is the day that Indians honour the teachers for their immense contribution to the country and the community.

It is interesting to know that the idea of celebrating Teachers’ Day took ground independently in various countries during the 20th century. In most countries, people celebrate a local educator. For example, Argentina commemorates educationist Domingo Faustino Sarmiento’s death on September 11 since 1915. However, the World Teachers’ Day is observed exactly a month later, on October 5 to felicitate distinguished teachers and educationists.

Barak Autonomous Economic Development Council (BAEDC)

Banga Sahitya to intensify BAEDC stir

SILCHAR, September 3: Barak Upatakayay Banga Sahitya O Sanskriti Sammelan (BUBSOSS) has decided to intensify its stir for Barak Autonomous Economic Development Council (BAEDC) in order to create pressure on the State government for its fulfilment. As a part of it, the Sammelan has undertaken ‘meet the mass’ programme. In this regard a ‘concept paper’ on the issue was placed and discussed at the conference of the multi–lingual coordination committee of the BUBSOSS at Karimganj held on last Friday.

As decided, the ‘concept paper’ would be taken to the representatives of various communities, elected MPs, MLAs and Ministers as well as to that of other organizations. On the basis of consensus built after articulations with them, the final draft of the ‘concept paper’ would be first submitted to the Chief Minister of Assam and then to New Delhi. This was endorsed at the executive committee meeting of the Sammelan. This was revealed by Gautom Prasad Dutta, general secretary of the BUBSOSS.

It was further decided at the executive committee meeting presided over by Nitish Bhattacharya, president of the BUBSOSS, that the movement for BAEDC started from 2005 would be intensified. Gautom Prasad Dutta clarified though the Barak Banga was concerned with the issues of language, literature and culture, it could not remain silent in view of the present situation of Barak Valley. The demand for Economic Development Council was a mass demand and for that Barak Banga could not stand in isolation. Chief Minister of Assam, Tarun Gogoi, whom a delegation of BUBSOSS met at his residence in Guwahati, too assured that he would consider the demand with all sympathy.

Dutta pointed out in the overall situation of the State and the attitude of the Union Government, the demand for Autonomous Economic Development Council was most justified. There could be no dispute that Barak Valley was a classic example of neglect and deprivation as well as poor economic development. BUBSOSS has therefore made appeal to various organizations and elected representatives to extend all possible help to make the movement a success.

In order to give final shape to ‘concept paper’, a subcommittee of the research cell of the Sammelan has been formed with Sanjib Deb Laskar as its convener. This was decided in the last Sunday meet of the executive committee of BUBSOSS. Other members of the sub committee are Nitish Bhattacharya, central committee president, three district presidents, and others.

The final draft of the ‘concept paper’ would be released officially at Silchar, Karimganj and Hailakandi. It was also decided at the executive committee meeting that a literary festival dedicated to the memory of well known novelist of this valley, Syed Mujtaba Ali, would be held at Hailakandi and Bipin Chandra Paul memorial lecture at Karimganj. Those who participated in the discussion included Taimur Raja Choudhury, Tarun Das, and others.

Will Badruddin Ajmal decide the fate of Silchar Lok Sabha seat?

Part–II

SILCHAR, September 1: Muslims who constitute 32 per cent of the total electorate in Assam are no longer the captive vote of Congress, AIUDF is now an alternative platform for them and they need it to liberate themselves for all the gimmickry of Congress in the name of minority development. Of the 9,78,510 total votes in Silchar Lok Sabha constituency, according to the 2009 figure, Bengali Hindu count for 40.94 per cent, Bengali Muslim 39.6 per cent while tea tribes constitute 13 per cent and others 6.5 per cent. Apart from winning the votes of both the communities, a party has also to gain tea tribe and other votes to be on the victory track.

Admittedly, the success record of AIUDF formed in 2005 with Badruddin Ajmal as its chief cannot but be a tough challenge to its main contenders, Congress and BJP. The question also arises who are going to be the candidates of the three parties in the reckoning. Badruddin Ajmal has made it clear he will contest from Dhubri. For Silchar seat, the name of media baron and the owner–proprietor of the Jugashankha Group of Publications, Bijoy Krishna Nath, is making round. Bijoy Krishna Nath, in the meantime, has begun mass contact programme, addressing public meetings to convey the message that he is very much in the fray.

According to a BJP source, Kabindra Purkayastha is most likely to be the choice of the party again. Congress, on the other hand, has many aspirants who include Dinesh Prasad Goala, former minister and now Chairman of Housefed, Gautom Roy, Minister of PHE, Ajit Singh, Minister of Excise and Sports, Arun Dutta Mazumdar, district Congress president, Sushmita Dev, MLA and Chairperson of Municipal Board, and Sarif–Uz–Zaman, Director of Eastern Regional Board, RBI.

Relevant to say, Silchar seat, which is regarded as the fulcrum of power and influence, has been a Congress bastion till 1985 except for 1974 when Nurul Huda of CPM won it. In 1991, it was for the first time that the saffron surge of the time brought victory to Kabindra Purkayastha of BJP. However, Sontosh Mohan Dev of Congress wrested the seat to lose it to Purkayastha in 1998. Dev regained the seat in 2004 only to give way to Kabindra Purkayastha again in 2009. With the emergence of AIUDF, the battle scenario was now different. From all reckoning, it would be a triangular contest with CPM, a force in the past, now almost decimated.

Fact File of 2009:

Total voters:                     9,78,510

Kabindra Purkayastha (BJP) –       2,43,532

Badruddin Ajmal (AIUDF) –         2,00,268

Sontosh Mohan Dev (Congress) – 1,97,244

Sontosh Mohan Dev who dominated Barak politics for the last 40 years has more or less been out of active politics now for his falling health.

Badruddin Ajmal in the final analysis has quite ably shown his political force and ability when Congress candidate, Mandira Roy, wife of the most influential minister, Gautom Roy, could scrape through in Algapur by poll against the tough challenge of AIUDF candidate, Mehbubul Hasan Munna. Gautom Roy learnt the hard lesson, perhaps for the first time in his long 30 years of political career, what a battle it was when his oft–repeated prediction of 1 lakh vote margin slided down to 815 only.

Apart from all the skill to beat the rivals, there are issues galore to activate the leaders and workers as well as polarize the votes for the victory of his candidate before AIUDF chief. Bijoy Krishna Nath with his experiences of poll battles fought in the past is no doubt be a tough contender. Badruddin Ajmal’s stormy campaign will further add grist to his mill of taking the battle on the turf of his opponents. Call Badruddin Ajmal by any name, a saviour, a messiah, a trouble–maker, a communal politician, riding on illegal migrant votes, he is a towering personality in politics to upset the apple cart of both Congress and BJP.
